Electronegativity quantifies an atom's tendency to attract shared bonding electrons, most commonly expressed on the Pauling scale, on which fluorine's value of approximately 4.0 is maximal. It increases across a period with rising effective nuclear charge and decreases down a group with increasing atomic radius. The electronegativity difference between bonded atoms predicts bond character, from nonpolar covalent through polar covalent to ionic, and underlies molecular dipole moments and solvent behavior.
